Manager Agriculture and Food Security Division – Jeddah – Islamic Development Bank

ROLE PURPOSE:
To create and promote an environment that values analytical thinking and innovative approaches supportive of IDB’s capability in solving agriculture and food security challenges in its MCs. Take the day-to-day managerial and operational decisions, plan the work program determine the Division adequate resourcing monitor the achievement of its results and fully contribute to the delivery of the Agriculture and Rural Development Department goals.To support CTY and the MCs in preparing their sector strategies and in the constitution of a pipeline of activities that support agriculture and food security in each member country. Manage the portfolio of development projects related to agriculture and food security ensuring its relevance, timely implementation, impact and quality. Advise and collaborate with MCs and bank staff on the most complex agriculture and food security concepts and strategies. Integrate this knowledge into other areas of the Bank’s strategy and portfolio.

KEY ACCOUNTABILITIES AND ACTIVITIES:
Strategy Implementation and Operational Management
Participate in the development of the Agriculture and Rural Development Department strategy in developing a strategy for the Agriculture and Food Security Division,
Ensure that cross-cutting issues, such as capacity development, women in development, social and environmental issues related to Agriculture and Food Security are addressed
Create and implement actionable Agriculture and Food Security Division’s short to medium term operational plans and budgets with operational KPIs linked to the Department strategy
Co-ordinate the Agriculture and Food Security Division’s activities so that it effectively utilises its resources, manages its priorities, and is able to be both responsive and proactive
Manage, monitor and evaluate the Agriculture and Food Security Division’s on-going performance and quality of its outputs and services, identifying and initiating actions for improvement and innovation
Identify opportunities and champion initiatives that enables the Agriculture and Food Security Division to increase its impact or to deliver innovative and differentiated services, encouraging Division’s Staff to fully contribute
Provide management reports with analysis and comment on Divisional performance and results

Relationship Management
Act as the focal point for all matters related to AFS in the member countries
Build and develop productive inter-Divisional working relationships within IDB Group and with external partners for joint working and knowledge sharing
Liaise with other multilateral development institutions and other financial organisations for co-financing, partnership, and knowledge sharing activities in respective member countries
Represent IDB in events, such as coordination and consulting meetings and conferences related to AFS

Specific Operational Management
Manage the sector strategy execution with focus on agriculture and food security Portfolio and knowledge products
Policy, Strategy and Technical Analysis for Country, Sector Issues- Oversee the implementation of the AFS strategy; developing a relevant and sustained pipeline of lending and non-lending activities in agriculture and food security.
Portfolio Management- Manage the AFS portfolio addressing design and implementation issues in a timely manner and taking actions to ensure a satisfactory performance of the portfolio in the Agriculture and Food Security Division at any given point in time.
Project Design for Impact and Sustainability-Responsible for ensuring the quality at entry and at exit of the AFS financing and knowledge activities along the project cycle- sector review, project concept, project preparation, appraisal, financing approval, implementation support, and completion.
Operational Policies Application to the Project Cycle- Sign-off disbursement requests and resolve procurement and other related issues as they arise, while ensuring appropriate and practical procurement plan and disbursement plan are an integral part of project preparation.
Ensure quality at entry of projects through ensuring a rigorous project preparation and through assisting the country department in project identification

Sector Leadership
Act as an expert on policy and strategy in the Agriculture Sector and Food Security, and knows the Bank’s stance on cutting-edge issues.
Assess the strengths and weaknesses of a client’s agriculture sector policy and gauge the impact on a project and society as a whole. Integrates this knowledge into other areas of the Bank’s strategy and portfolio.
Represent the Bank in external events such as consultation meetings, conferences and seminars related to the sector
Oversee project formulation, preparation, financing approval, and implementation of projects in the sector
Initiate and oversee reviews, analyses and studies to identify and assess the needs and priority in the sector
Lead and actively pursue activities in agriculture and food security and assist country department and other entities of the IDB Group in the development of sound project pipeline in the sector
Build and maintain deep knowledge and expertise and act as the senior sector expert and consultant in providing sector specific innovations and insight to critical aspects of agriculture and food security
Identify and anticipate opportunities in the sector and facilitate themes and provide information for policy discussions

People Management
Generate commitment, motivation and enthusiasm to Agriculture and Food Security Division goals, and guide Division members through periods of change or uncertainly
Provide clear direction, prioritise tasks, assign and delegate responsibility and monitor the workflow
Create and promote an environment that values analytical thinking and new and innovative approaches
Plan, manage and review individual performance and provide regular feedback, development and coaching, taking prompt action where necessary
Provide opportunities for Agriculture and Food Security Division members to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives

Knowledge Sharing and Innovation
Identify, recommend and implement sponsorship of local, sub-regional, and regional training workshops and seminars to increase the sharing of experience and knowledge between MDBs and other institutions in the subject area.
Develop publications, convene meetings, and undertake studies to promote best practices.
Lead provision of Bank technical advice to member countries, development partners through inter alia, project preparation/implementation, TA, and reverse linkage
Support the implementation of Change Management programs.
Represent IDB in multilateral and regional events, such as coordination and consulting meetings and conferences.
Promote the culture of strategic thinking and management across the assigned region’s countries.
Reporting and Communication
Review results, working papers and present reports to the Department Director and IDB Management.
Publish and promote IDBG best practices on medium term strategies and organizational modernization.
Communicate intended results, results achieved, performance, and lessons learnt within HRMD as well as to the Management.
Prepare ad-hoc and periodic reports as requested by the Management.

EXPEREINCE:
17 years with Master (with a minimum of 4 years in managerial capacity)
15 years with Doctorate (with a minimum of 4 years in managerial capacity)
PMP or another certification is required

QUALIFICATION:
Economics / Business Administration / Engineering / Any relevant discipline
