Manager – Women & NGOs Division – Jeddah – Islamic Development Bank

ROLE PURPOSE: To provide leadership, direction and coordination of activities for Women and NGOs Division. Carry out the day-to-day operational decisions, ensuring the Division achieves its results and that it fully contributes to the delivery of the Capacity Development Department goals Formulate Women and Youth Development and NGOs strategies. Oversee the implementation process of the related activities and initiatives. Act as a focal point for the Women-in-Development, Youth Development and NGOs matters.

Strategy Implementation and Operational Management

Develop Women-in-Development and NGOs strategies and ensure there are related strategies for each member country in the assigned region/countries
Lead the formulation of the youth development strategy under the ambit of the Youth Development Committee
Participate in the development of the Capacity Development Department strategy, budget and business planning processes
Create and implement actionable Women and NGOs Division short to medium term operational plans and budgets with operational KPIs linked to the Department strategy
Develop the Women and NGOs Division’s work programs. Oversee its activities so that it effectively utilises its resources, manages its priorities, and is able to be both responsive and proactive
Manage, monitor and evaluate the Women and NGOs Division’s on-going performance and quality of its outputs and services, identifying and initiating actions for improvement and innovation
Build and develop productive inter-Divisional working relationships within IDB Group and with external partners for joint working and knowledge sharing
Provide regular management reports with analysis and comment on Women and NGOs Divisional performance and results
Ensure development and secure approval for policies and procedures to enable the IDB to effectively assist NGOs, and Youth Development and Women-in-Development Organisations in socio-economic development and poverty alleviation programmes.

Project Management
Identify, evaluate and recommend funding for projects that will further the IDB’s objectives with regard to developing the capabilities and people of the grass roots in Member Countries as well as organisational upgrading for NGOs and Youth Development and Women-in-Development’s organisations
Process disbursements requests and resolve procurement and other related issues as they arise
Ensure quality at entry of projects through ensuring a rigorous project preparation and through assisting the country department in project identification
Collaborate with other divisions in the department, other departments, regional offices and field representatives
Prepare and present regular progress reports to ensure that the Bank Seniors are fully abreast of the latest business development.

Thought Leadership
Serve as a focal point and ‘resource centre’ for activities related to Women-in-Development in the member countries and, in this regard, collaborate with other departments and entities of the Bank including Regional Offices and field representatives
Identify Women-in-Development, Youth Development & NGOs related opportunities in member countries in collaboration with sector departments and develop pipeline of projects. Feedback emerging factors that could impact Women-in-Development, Youth Development & NGOs strategies
Lead the assessment of Women-in-Development & NGOs issues, needs and priority areas for interventions in collaboration with sector departments
Provide country insights and share specialized knowledge with the concerned staff members and with sector departments as well.
Women-in-Development and NGOs Capacity Development
Build-up global and local relationships with NGOs and initiate project proposals in cooperation with NGOs
Participate in internal and external meetings and events relating to women empowerment and NGO development and support
Promote the role of NGOs in the implementation of projects across sector and country departments and develop strategies for building up their human and institutional capacities
Promote the participation of women in the process of development in the member countries in leading the formulation of appropriate programs
Mainstream women concerns into country and sector programs and projects
Oversee the support provided to the IDB Woman Advisory Panel and the organization of the IDB Prize for Woman contribution to development. Act as secretary for the IDB Prize for Women Contribution to Development and the IDB Women Advisory Panel.

Youth Development
Pioneer and promote development and inclusion of the youth in the process of development in the member countries in leading the formulation of appropriate programs
Act as the focal point for receiving and steering requests related to youth development activities
Establish network and collaborate on youth development activities with youth organizations and development institutions
Coordinate the preparation of periodic reports on the implementation of the youth development strategy
Provide oversight support and assistance to the organizing team of annual Youth Development events.

Knowledge Sharing and Innovation
Identify, recommend and implement sponsorship of local, sub-regional, and regional training workshops and seminars to increase the sharing of experience and knowledge between NGOs and Youth Development and Women-in-Development organisations
Raise awareness of IDB on a regional platform, forge new relationships with key regional players and present new, innovative solutions and opportunities to member countries
Develop publications, convene meetings, and undertake studies to promote awareness of the role of NGOs, youth and women in socio-economic development
Ensure appropriate follow-up and undertake reporting on the effectiveness of projects in achieving their objectives
Represent IDB in multilateral and regional events, such as coordination and consulting meetings and conferences.

Relationship Management
Build and strengthen relationships with key stakeholders in the countries, Women & Youth development agencies and NGOs and act as the focal point for the countries covered by the Division
Liaise with other multilateral development institutions and other international organisations along with IDB management

Collaborate with other entities of IDB, regional offices, the sector departments, and entities.
People Management
Generate commitment, motivation and enthusiasm to Women & NGO Division goals, and guide Division staff through periods of change or uncertainly
Provide clear direction, prioritise tasks, assign and delegate responsibility and monitor the workflow
Plan, manage and review individual performance and provide regular feedback, development and coaching, taking prompt action where necessary
Provide opportunities for Division members to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives
Ensure the Women & NGO Division complies with IDB’s policies, processes, practices and systems.

Reporting & Communications
Submit periodic reports to Management and Board of Executive Directors on the performance of IDB funds, including the adoption of corporate governance best practices.
Provide regular management reports with analysis and comment on Division performance and results.
Build and develop productive inter-Divisional working relationships within IDB Group and with external partners for joint working and knowledge sharing.
Provide regular management reports with analysis and comment on Resource Mobilization Divisional performance and results.

Qualification and Experience:
Business Administration / Any relevant discipline.
15 years work experience with Bachelor degree
12 years work experience with Master’s degree
10 years work experience with Doctorate degree

Professonal Certification and languages:
Related Certification is required.

English – Required
Arabic – Required if it is the working language on the countries covered
French – required if it is the working language on the countries covered.

Technical Skills:
Proven track record and experience of successful networking with the corporate, bilateral, international organizations, donors and private sector
Can lead high-level client discussions as well as deeper technical dialogue and application in at least one of the sub-topics
Is sought out to serve as an authority and / or to peer review the work of others
Able to formalize relevant good practices and disseminate them in the Bank and to the Bank’s client and other partners involved in the area
