Manager Language & Translation Services Division – Jeddah – Islamic Development Bank

Role Purpose:
To provide the leadership, direction and coordination of activities for the Language Services Division. Take the day-to-day operational decisions, ensuring the Division achieves its results and that it fully contributes to the delivery of the Language Secretariat Department goals.
Provide translation and interpretation services in order to facilitate communication between Board members, Member Country representatives (including government representatives), Heads of Group Institutions and Departments of the IDB Group such that aforementioned stakeholders are equipped with sufficient information to perform their duties. Ensure high quality translations are provided in a timely and efficient manner for all Board and Committee meetings of IDB Group.

Key Accountabilities and Activities:
Strategy Implementation and Operational Management
Participate in the development of the Secretariat Department strategy, budget and business planning processes
Create and implement actionable Language Services Division short to medium term operational plans and budgets with operational KPIs linked to the Department strategy
Coordinate the Language Services Division’s activities so that it effectively utilises its resources, manages its priorities, and is able to be both responsive and proactive
Manage, monitor and evaluate the Language Services Division’s on-going performance and quality of its outputs and services, identifying and initiating actions for improvement and innovation
Build and develop productive inter-Divisional working relationships within IDB Group and with external partners for joint working and knowledge sharing
Provide regular management reports with analysis and comment on Language Services Divisional performance and results.
Policy Development
Establish standards for the provision of high quality and cost effective translation services (including but not limited to English, Arabic, Tajik, Somali, French, Dutch, Indonesian, Malay, Turkish) to the IDB Group to ensure IDB Group stakeholders have access to appropriate information
Design a process to determine which IDB Group and external documents require translation, and the language and level of translation required by the document to ensure relevant stakeholders (internal and external) have access to appropriate documentation
Build and maintain a database and roster of translators and interpreters to ensure adequate supply of well-qualified translators in required languages (including but not limited to English, Arabic, Tajik, Somali, French, Dutch, Indonesian, Malay, Turkish)
Lead the development of a database to assist freelancers in accessing and using proper Bank terminology and standards, references, and related subject matter materials, to facilitate their understanding of original documents and IDB-specific issues.
Translation Services
Manage the provision of translation services of written documentation (including but not limited to English, Arabic, Tajik, Somali, French, Dutch, Indonesian, Malay, Turkish) for meetings, conferences and other events of the Board of Governors and Board of Executive Directors ensuring accurate, knowledgeable translations that reflect the nuances, tone, and sophistication of terminology
Ensure translation of Board documentation including memos, briefs, minutes of meetings, reports and other documents ensuring their accuracy and timely delivery
Manage translation of relevant documentation (including scientific, technical, legal and commercial) to facilitate effective communication with IDB Group member countries
Ensure translators stay current with Bank-specific terminology and preferences through reading and attending seminars sponsored by the Bank, etc.
Interpretation Services
Manage the provision interpretation of services to convert spoken statements from one language to another,(including but not limited to English, Arabic, Tajik, Devehi, Somali, French, Dutch, Indonesian, Malay, Turkish) for meetings, conferences and other events of the Board of Governors and Board of Executive Directors ensuring accurate, knowledgeable translations that reflect the nuances, tone, and sophistication of terminology
Ensure Interpreters participate in Board meetings, conferences, teleconferences, and project visits etc. as required to provide interpretation services such that participants are able to communicate in a common language
Ensure Interpreters stay current with IDB Group-specific terminology and preferences through reading and attending seminars sponsored by the Bank, etc.
People Management
Generate commitment, motivation and enthusiasm to the Language Division’s goals, and guide Division members through periods of change or uncertainty
Provide clear direction, prioritise tasks, assign and delegate responsibility and monitor the workflow
Plan, manage and review individual performance and provide regular feedback, development and coaching, taking prompt action where necessary
Provide opportunities for Division members to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives
Ensure the Language Division complies with IDB’s policies, processes, practices and systems.

Knowledge Sharing and Innovation
Ensure the Division continually improve contribution through new ideas and greater output
Introduce process innovation and professional development in order to boost efficiencies in the Division through a Quality Assurance & Improvement Program in accordance with the best practice
Take every opportunity to transfer knowledge and share materials that may be helpful to colleagues.
Reporting and Communications
Maintain regular contact and develop close relations with the print and television media
Provide regular management reports that include on the one hand insights, analysis and forecasts on the Division’s performance and results and on the other hand the situation, developments, and perspectives
Collaborate with other Division Managers and the Department Director to draft the Language Services Chapter for insertion into the Bank’s Annual Report
Communicate intended results, results achieved, performance, and lessons learnt within the Division as well as to the Management, relevant bodies, partners and other key stakeholders.
Qualification / Experience: Degree in Languages/ Business Management /or equivalent
15 years experience in similar role/level with Bachelor
12 years experience in similar role/level with Masters
10 years with Doctorate

Certification : Translation / Interpretation Certification.
Languages:
English required
Arabic preferred
French preferred
Necessary Knowledge and Necessary Knowledge:
Research and proofreading skills to ensure all materials are high-quality and accurate
Advanced organisational, planning, and communication skills
Displays strong resource planning and coordination skills to ensure translation/ interpretation support is provided as required
Demonstrates excellent interpersonal skills required to develop sustainable relationships with the IDB President, Governors and Executive Directors
Superior interpersonal skills required to develop sustainable relationships with the IDB Group Directors, and Division Managers, Governors, Executive Directors and Directors.
In depth knowledge of IDB policies and procedures, and understanding of Multilateral Development Bank context and terminology
Understanding of translation processes to procure accurate and reflective translations.
